182134: Make lo­calTrans­ac­tionMode = true by de­fault (for BW com­pat­i­bil­i­ty)

We thought it was a good idea to make lo­calTrans­ac­tionMode = false in 5.0 but it caus­es more is­sues than it solves prob­lems.

So we have changed this to now de­fault to true.
