156968: Re­fresh XARe­source han­dle when er­rors dur­ing re­cov­ery scan

We've im­proved a pri­or fix in the 4.0.x re­cov­ery mech­a­nism so we can avoid that stale con­nec­tions stay around dur­ing re­cov­ery.
